Webbing and clips are easy to find at REI or Sport Chalet. If you haven't done so already, take a look at the plain Timbuk2 (or equal) messgenger bags for an idea where the attachment loops are usually placed. I think you want the fixed side of the strap to be as low and in the corner of the bag as you can get it.
You said you don't want to sew things on, but I have had additional loops sewed onto bags easily and cheaply in the past at a shoe repair shop. They have heavy duty machines that will easily go through the layers of a bag. Don't expect elegant work though.
