How many people would be able to come to Niagara Falls in December?

I'm thinking two nights between 12-17th

Idk when I'd be able to make it. I have a friend near Nova Scotia that wants me to visit around that time. We'll see how that works out. Maybe I can talk him into going to Niagara. Though he has some gorgeous places to shoot as well
